RNode-0.9.6 release plan

Release summary

The drive to release RNode v0.9.6 soon after the release of RNode v0.9.5 is to provide a fix to a bug hampering the maintenance and use of the public testnet and our development testnets. In short this bug, RCHAIN-3450 - Getting issue details... STATUS , prevented nodes from utilizing save block store during a restart, a feature that allows nodes to stop and start without losing the state of the blockchain known at the time of shutdown. This release includes some node optimizations and changes in consensus and cost accounting that are foundational for a change coming in the next release.

• Brew installation
