RNode-0.8.4 release plan

Release summary

This release features bug fixes and improvements to consensus with the goal of improving platform stability to support a future launch of the public testnet. This release includes foundational work to deliver both the wallet and cost accounting features. Expansion and improvements to our testing capabilities was a key focus of work in this release. This includes improvements to our blockchain diagram tool, relaunch of the performance test harness to run against specified commits, and new unit tests for Rholang. 

RNode users please note! This release introduces a new configuration file format. If you previously used a configuration file in the TOML format, you will need to update and use the new HOCON format. Please see the README for more information.
