Invalid block's justification would influence how node pick the parent to propose a block.

Description

When I tried to generate invalid block to slash one of the nodes in testnet, the node will choose block 0 as a parent to generate a block (The network already reach to almost 20K block). It is possible that the invalid block's justification affect how node pick their parents
