is one of the templates I outlined above. We need to combine the issue template listed by Tomislav with this one, so that person entering the issue or others can fill as much of this as possible, so we have a close to complete consideration of impacts and hopefully a more complete spec
This expands the last of the three template samples from grpc-java - i.e. the feature request template. Perhaps we can use the bug report and question templates as they are and replace/combine the feature request template with this one?

If the above is acceptable to all, please go ahead make this the 'issue reporting process ' for now and we can add other things as we learn.
