Rholang should check type error before special process names

Description

This returns syntax error before DeployId error.

But with similar proc/name syntax error, DeployId error is returned.

It’s expected that type (syntax) errors should be checked and returned first.

The special names error blocks checking remaining errors in visual studio code or other IDE. (using eval)

I suggest medium priority.
