Testing scenarios for Casper features

Background

We must ensure CI tests cover all of the functionalities of Casper. Below are testing scenarios that will support either updating existing tests or creating new ones.

Scenario title	Features tested	Notes
Genesis ceremony	Creation of the genesis block Genesis protocol (described in Initializing the Blockchain -- Protocol for generating the Genesis block)	There may already be a genesis ceremony test.
Node A sends the approved Genesis block. Node B receives the approved genesis block.
